The Alcoholic Beverage and Cannabis Administration (ABCA) and the Metropolitan Police Department (MPD) last week closed three unlicensed cannabis retailers — Puff Puff Pass, Smoke Shop Inc., and YouGroGurl — after finding illegal cannabis sales and operations that posed an imminent danger to public health and safety.
This was the second closure for YouGroGurl; it had previously been shut down for illegal cannabis sales at a different location on February 13, 2025.
The enforcement action is part of the city’s ongoing effort under the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which gave ABCA expanded civil enforcement authority. Since that law took effect on July 15, 2024, joint agency efforts have padlocked 84 illegal cannabis businesses.
