    – Clay’s Market, 10300 block of Leadbetter Road, Hanover
    – Clay Express Mart, 800 block of Clay Street, Richmond
    – Clay Market, 1300 block of West Main Street, Richmond

    – 8300 block of Forest Hill Avenue, North Chesterfield

A storage unit in Richmond (1300 block of W. Main Street) was searched as well. Search warrants were served on five vehicles tied to the probe.

Mohammed Aramin was also charged with distribution of cannabis within 1,000 feet of a school; additional charges are pending. Both men were transported to and served warrants at the Pamunkey Regional Jail.

The operation came less than a month after Virginia State Police concluded “Operation Magic Dragon,” which targeted illegal drug activity at vape stores across the commonwealth.

  • Milwaukee Smoke Shop Worker Hospitalized After Violent Robbery

Right near Farwell Avenue and Brady Street on Milwaukee’s east side, Purple Haze Vape and Smoke was violently robbed Wednesday evening.

Milwaukee police say the break-in occurred before 6 p.m. The owner, Fez Farooqui, says the two suspects entered through the front door and smashed a glass display case. Surveillance footage shows the sequence: one masked man confronts an employee as the worker tries to hand over product. That robber jumps the glass counter, grabs the register and hurls a glass tip jar at the employee’s head. A second assailant is seen leaping from the display case onto the employee and stomping on his head multiple times.

Farooqui described arriving to find his employee “blood everywhere,” shaken and in shock. The victim suffered two broken ribs and required stitches to his ear; he was treated at a hospital and has since been released to recover at home.

The robbers grabbed what they could, knocked over a second display case, stuffed items into a garbage bag and fled. Farooqui says they stole the cash register, broke two credit card machines and damaged multiple showcases. He estimates about $10,000 in losses and damages. The shop closed early while police investigated.

“I’m not worried about things that got damaged because I can replace this,” Farooqui said. “But somebody getting hurt — that’s more painful.” He has started a GoFundMe to help the injured employee.

Milwaukee police continue to search for the two suspects. Anyone with information is asked to contact Milwaukee Police at 414-935-7360, or Crime Stoppers at 414-224-TIPS, or submit a tip through the P3 Tips app.

  • Mexico Committee Moves to Criminalize Vape Sales — What It Means for Sellers and Consumers

A congressional committee in Mexico approved an initiative that would punish the “marketing and promotion of vapes and electronic cigarettes” with prison sentences of one to eight years and fines of roughly 11,000 to 226,000 pesos ($594 to $12,204). The measure moved forward with 27 votes in favor, eight against and one abstention, despite procedural complaints from opposition lawmakers.

Opposition parties—PAN, PRI and Movimiento Ciudadano—objected to criminal penalties that could apply to people who purchase or possess vaping products, saying the proposal effectively criminalizes users and could widen the black market. PRI deputy Ana Isabel González warned that driving vape sales underground would put young people at greater risk.

Movimiento Ciudadano legislators were even more critical, calling the proposal “one of the most punitive rulings” to date. Deputy Juan Ignacio Zavala pointed out the initiative could send people to prison simply for acquiring an e-cigarette, while his colleague Amancay González said sentences of up to eight years would be harsher than penalties for selling drugs like cocaine.

Morena deputy Fernando Castro defended the reform, saying it targets clandestine sellers rather than consumers and aims to protect public health.

The initiative now goes to the Lower House’s Board of Directors for further discussion.

  • ‘Cappuccino Strip’ Exposed: How Illicit Tobacco Is Hiding in Plain Sight

Today (November 26) the Australian Broadcasting Corporation published a report titled “Why convenience stores along Fremantle cafe strip are the front line of WA’s illegal tobacco trade,” spotlighting how Fremantle’s well-known “cappuccino strip” has quietly become a center for illicit tobacco sales. Dozens of convenience stores are allegedly selling unlicensed cigarettes and loose tobacco, the story says.

Inside, the outlets look much the same: bare shelves, with the products that actually keep the business afloat—unlicensed cigarettes and loose tobacco—stashed in cabinets or under counters. Despite concern from the community, Western Australian authorities currently lack the legal power to immediately close offenders, allowing the trade to operate openly.

The Australian Council on Smoking and Health (ACOSH) has long pushed for updated laws, pointing to South Australia and Queensland where tougher enforcement and heavy fines have reduced illicit sales. ACOSH chief Laura Hunter called the situation an enforcement problem rather than a tax issue.

WA Health reports nearly one million cigarettes and 160 kg of loose tobacco seized in the past two years, though those seizures are small compared with federal-level busts. Nationally, tobacco excise revenue has slid from A$16 billion in 2019 to A$7.4 billion this year, and major retailers such as Coles and Woolworths have lost more than half their tobacco revenue—changes that industry observers say have left room for criminal operators.

Local officials are weighing options. Fremantle Mayor Ben Lawver noted there are 16 convenience-style shops in the CBD and said the council is considering rezoning them as discretionary uses, which would give it more control over new openings.

For now, with limited state resources and legal tools, the illicit tobacco trade continues to thrive, the ABC story concluded.

  • Undercover Sting Exposes Illegal Sales, Shutters Three Queensbury Smoke Shops

Three Warren County smoke shops were padlocked and closed this week after an undercover operation found they illegally sold cannabis, flavored vapes, and nitrous oxide to people under 21, the Warren County Sheriff’s Office said.

The investigation began in October, when the Sheriff’s Office Narcotics Enforcement Unit teamed with the New York State Bureau of Narcotics Enforcement to run a compliance detail using six volunteers under 21. Officials said three of the five shops visited sold restricted products to the underage participants. Case files were forwarded to the Office of Cannabis Management (OCM) and the Department of Health (DOH).

On Nov. 18, OCM obtained court-approved access orders to inspect Smoke Plus on State Route 9, 212 Smoke on Quaker Road, and Queen Exotic on South Western Avenue. During the inspections, OCM seized illicit cannabis products while DOH identified thousands of flavored vape items banned for sale in New York. All three businesses were immediately padlocked and ordered closed.

Investigators reported finding approximately 2,500 flavored vape products at Smoke Plus, 1,500 at 212 Smoke, and 300 at Queen Exotic. The stores face fines ranging from $600 to more than $37,000, depending on prior violations.

Two employees, both from Glens Falls, were charged with criminal sale of cannabis in the third degree for selling to someone under 21 and with violating Public Health Law for selling nitrous oxide to a minor. Both were issued appearance tickets for Queensbury Town Court.

  • Kazakhstan to Ease Hookah Ban — Vapes Still Banned

Kazakhstan is weighing a relaxation of its rules on hookah use, Deputy Minister of Internal Affairs Sanzhar Adilov said, with a final ruling to follow detailed assessments and public hearings.

Officials are considering several specific changes: permitting the import of hookah equipment, allowing hookah use in entertainment venues, and defining an approved list of substances and the conditions under which they may be used. Adilov stressed the decision is not yet made and will come after the planned evaluations and consultations.

At the same time, the government’s stance on vaping remains firm. Adilov confirmed the current ban on vapes will stay in place, and authorities plan to introduce tougher criminal penalties for the sale and transport of vaping products. “On vaping, our position is clear: increased responsibility and zero tolerance,” he said.
